“Carefully avoid blood on counterparts face or wound on their skin, also avoid gathering of onlookers.” Yesterday, a training material for Beijing Chenguan [Sherry: city officials who are responsible for maintaining city laws, rules and regulations] exposed online by some netizens. The material teaches city officials to “use force to deal with those who violently resisit”, which was defined by angry netizens to be “the most disgraceful methods”, “gangsters training handbook”. This book which named as “Practical Guide book for Chengguan” has drawn thousands of complaints as soon as it was posted on internet. By yesterday 8pm, which was only 9 hours after the post was published, there were already more than 24,000 clicks and nearly 500 comments on it.

Yesterday, journalist interviewed some Guangzhou city officials about whether they had used this training book. The reply was they had never heard about the book or used it for training.

1.    Should not let the counterparts get off easily, should take the counterparts onto the law enforcement vehicles, either send to the police office or bring back to the team. Ask for where do they come from, how long they’ve been here, why did they dare to use violence against law, and if they are aware of what kind of punishment they will get for today’s serious incident.

2.    Should not use violence to control the counterparts in front of public. If can’t avoid onlookers, then use a more diplomatic way.

3.    Use force to deal with those who violently resist. Carefully avoid blood on counterparts’ face or wound on their skin, also avoid gathering of onlookers. All the actions have to finish fast, don’t leave any consequences. Once decide to use force, then it has to be crisp with no hesitant. You should use all your energy on doing it.

The book may not really exist, this maybe just somebody’s making a practical joke. However, almost everybody agree on city officials’ abuse of power. So there are really some problem existing, maybe it’s because rules and regulations haven’t been well improved, or maybe it’s because national productive forces haven’t been well developed. The objects of city officials law enforcement are small vendors. Among those vendors, some are laid-off workers, some are farmers who came to the cities, some are just out of a school and couldn’t find jobs, etc. They need to earn their lives. China is a developing country; there are way too many unemployed people. Get rid of those vendors in order to maintain the so called city image; this is a fascist way of administration. I’ve seen city officials threw a vendor’s’ stuff all over the ground, beat the vendor down and shouted:” Why don’t you do something meaningful, why chose to be street vendor?” For the god sake, even university graduates can’t find jobs, not to mention those poor normal citizens. Frankly speaking, China is a country with a large popularity, which requires to have varied forms of job positions.
